This functionality allows online negotiation with the L1 seller only.

The buyer will be able to initiate Negotiation during the Financial Evaluation stage

A maximum of 5 attempts will be allowed to buyer and the negotiation window will remain open for 72 hours for each attempt.

Price history including the initial price quoted by the seller, 1st round negotiated price, 2nd round, 3rd, 4th, 5th etc will be available

It will be applicable for Bids as well as RA’s including schedule-wise evaluation.

A notification will be sent to the L1 seller when the buyer initiates a negotiation request.

Launch of Purchase Requisition for enhancement of L1 Procurement Process

Buyers and Sellers are hereby notified that, GeM will be introducing Purchase Requisition, an enhanced L1 procurement facility, for enabling Buyer(s) to source their procurement needs between Rs 25,000 to Rs 5, 00,000.

As part of this change, Buyer(s) will be able to create a Purchase Requisition using the lowest priced product and request further reduction of prices offered by the Sellers. This may enable the Buyer to ensure that the procurement is done at a further reduced price thereby resulting in further savings for the Government.

Sellers of such product will also have an opportunity to offer competitive price within a period of 2 calendar days from the time such Purchase Requisition is published by the Buyer, thereby increasing their chances of winning the order and enhancing their business with the Government.

This facility will be enabled for selected categories initially and all categories subsequently.

L1 purchase enables direct purchase for order values between INR 25,000 to INR 5 lakhs by way of comparison between at least three different OEMs or Service Providers on GeM, who meet the buyers requisite quality, quantity, specifications and delivery period.

The bidder with lowest commercial bid against the group shall be declared as the successful bidder for that particular group and will be called as L1 bidder.
